Abstract

Accessibility in healthcare facilities is an essential aspect of ensuring equal rights for persons with disabilities to obtain safe, comfortable, and equitable healthcare services. One of the key facilities supporting accessibility is the accessible toilet. However, the implementation of accessible toilets in healthcare facilities continues to face challenges in meeting technical standards and universal design principles. This study aims to analyze the technical standards of accessible toilets in hospitals based on applicable regulations in Indonesia and to evaluate their conformity with universal design principles. The research employed a descriptive qualitative approach through a literature review of laws and regulations, technical standards, reference books, and previous studies related to healthcare accessibility. The analysis was further supported by an evaluation of the implementation of accessible toilet facilities based on as-built drawing data from a hospital in Jakarta. The findings indicate that an accessible toilet should provide a wheelchair maneuvering space with a minimum turning diameter of 150 cm, a door width of at least 90 cm, strategically positioned grab bars, wheelchair-accessible washbasins, anti-slip flooring, and an emergency call button as a safety feature. The evaluation revealed that most components complied with existing regulations; however, several non-conformities were identified, including washbasin height exceeding the recommended standard and the absence of documented emergency call systems. These findings suggest that accessibility standards must be implemented comprehensively to enhance the independence, safety, and comfort of persons with disabilities when accessing healthcare facilities. Therefore, the application of universal design principles and compliance with accessibility regulations are essential for creating inclusive and disability-friendly hospitals.
